This paper takes the 2018 InGRID input note as the point of departure for an elaboration on an additional layer of governance less known among some domain-specific scholarly circles but no less relevant for their overall exploratory work of the diversity of steering and consultation mechanisms put in place by the European Union (EU) to promote integrationist dynamics and certain goals enshrined in the EU policies.

Building mutual trust was for years one of the desired aims of international cooperation in the Nordic region; the existence of trust was intended to contribute to the reduction of political tensions and lead to more sustainable and peaceful region. In practice, working with international cooperation in the Nordic region, where Russia was one of the actors until 2022, has never been easy. One of the main obstacles on the way was the deficit of trust.

Among many topics in the concluding discussion, there were some reflections from the participants on how to relate to the changing definitions and redefinitions of concepts like regionalism and nation as well as the relevance of these ideas in a period of speedy change. A suggestion was that that the populations in the Baltic Sea region perhaps practice regionalism in everyday life but think in nation-state terms when it comes to politics, and this is but one of many challenges for historians and political scientists to address in future research.
